Labour Housing Group set up this project, Council Homebuilding for the 21st Century, to demonstrate the case for council home-building. It highlights the work that Labour Councils and Mayors are doing to build council homes, and considers the policy changes needed to support Councils to continue and expand their programmes.
The Principles and Priorities at the end of the report summarise what we have learnt in this project. These will, we hope, feed into Labour Party policy – so that the next Labour Government not only provides the funding for council homebuilding on a large scale, but also changes the conditions under which these homes are provided, for the good of the whole nation.
Across the country, Labour Councils and Mayors are doing all they can with the resources they have to build more council homes. Their ability to deliver is limited not by any lack of determination on their part, but by the lack of an ambitious government to support council homebuilding on the scale we need.
The contributors to this collection of essays are local and national politicians, housing professionals, housing finance specialists and economists, researchers and academics, an expert tenant, and a union official. Their contributions make a principled and practical case for a way forward with council homebuilding.
The report does not, of course, represent Labour policy, nor are all the contributors Labour members. But we believe our party and our movement can draw on the ideas, examples, expertise and principles in the pages that follow to show how council homebuilding can play the crucial missing part of solving our country’s housing crisis.
